Seeking help for cat rescue

We are a NPO cat rescue in Quebec, Canada. There is no $$$ to open a low cost spay-neuter clinic in our part of the country, Toronto donors are not interested and US donors do not recognize us. Even IFAW that has a special grant program does not cater to Quebec org. What do you suggest we do ?
